Welcome to Promise For All

This site marks another step in a growing national movement to expand college opportunity—so that every community, regardless of size or circumstance, has the tools to make higher education a reality for its residents.

Promise programs provide tuition-free college—typically at a local community college—for eligible students in a given city, region, or school district. They are often locally funded and designed to remove financial barriers, support student success, and strengthen the community’s workforce.

We’re joining an ongoing effort with tools and stories that we hope will help others take the first or next step. Over time, this site will grow to include:

  • A step-by-step guide to launching a Promise program

  • Stories of impact from students and communities

  • Research and funding models

  • Resources for schools, city leaders, and funders

Promise for All is a project of Pikes Peak State College, a mission-driven college expanding access to education and economic mobility across Southern Colorado, and Legacy Institute, a Colorado–based organization advancing systemic change through education and community development.
